Oregon House Democrats Pass Bill Modernizing Online Voter Registration System

SALEM, Ore.—Oregon House Democrats today passed a bill to make online voter registration available to more Oregon voters. House Bill 4133 A will give eligible Oregonians without a DMV-issued identification the option to register using Oregon’s online voter registration system, rather than being required to use a paper form. 

“Oregon has always been on the forefront of safe, secure, and modern elections,” said Representative Julie Fahey (D-West Eugene & Junction City). “This is a modest change to give Oregonians who are eligible to vote more options for how they register, making our elections more efficient and making the ballot more accessible to voters.”

Oregon's Online Registration

Currently, Oregon’s Online Voter Registration system is not available to Oregonians who do not have a driver license or other DMV-issued identification. These voters are required to register by using a paper form to provide the last four digits of their Social Security Number and a signature. Paper registration forms require manual data entry that can introduce errors into the voter rolls. Processing these forms is estimated to cost elections officials $4.72 per registration.

HB 4133 A will allow voters without DMV-issued identification to register through the Online Voter Registration system by providing the last four digits of their Social Security Number and uploading an image of their signature securely online.

Oregon first implemented online voter registration in 2010. In 2015, the Oregon Legislature passed HB 2177 to make Oregon the first state in the nation to adopt an automatic voter registration system, which registers eligible Oregonians to vote when they do business with the DMV.

HB 4133 A passed the House 33-23 and now moves to the Senate for consideration.
